The hypocritical cry of the Central Bohemian Governor over money (not) flowing into Central Bohemian roads

I will leave aside that in this case the Ministry of Transport stuck to the budget left behind by the former minister Martin Kupka (ODS) and in which the money was not taken into account. We can only argue whether the governor's cry regarding the non-allocation of money would have been as loud and supported by the media if Kupka and the coalition TOGETHER - STAN had been in the government.

What is certain, however, is that you will definitely not hear the story from the mouth of the complaining governor about how the Central Bohemian roads lost money under her leadership and how the Central Bohemian Region had to return the money it had already received from the SFDI (State Transport Infrastructure Fund)!

But let's go back to the beginning, and it is nowhere else than with the DOZIMETER case.

From the police resolution published by the serverPrahaIN.czlet's recall a few sentences:

"There was an expansion of the range of verified facts to include criminal activity committed partly by the same persons in connection with the activities of the Communist Party of the Soviet Union, specifically the crime of participation in an organized criminal group, which Michal Redl, Zakaría Nemrah andJan Lichtneger (as director of the Communist Party of the Soviet Union) by mutual agreement, with the intention of de facto controlling the activities of the Communist Party of the Soviet Union, founded an organized criminal group in order to ensure regular unauthorized selectionfunds from commercial companies that, as business partners of the Communist Party of Ukraine, participate in the fulfillment of existing, especially framework contracts for construction works, or from commercial companies that participate in and succeed in public contracts for construction works, and to the members of an organized criminal group will pay the appropriate part of the value from such a public contract, whereby for this purpose Michal Redl, as the leading representative of the organized criminal group,Zakaría Nemrah and ing. Jan Lichtneger should proceed at least in such a way that they appoint pre-selected loyal persons to the leadership and management positions of the CPSU, who will follow their instructions and enable them to commit criminal activities."

As for Lichtneger, he is mentioned very often in the wiretaps leaked by the Police. As part of the DOZIMETER, the Police searched his apartment and the offices of the KSUS, where he was the director at the time. He was subsequently accused of manipulating a public contract for the repair of roundabouts in Nymburk.

But his activity also consisted in the fact that he probably deliberately delayed orders and waited until he was paid on the side from their suppliers.

It is also mentioned in the wiretaps: "The Big Five, what are the frames, we strangle them, we crush them," Nemrah rejoiced."They're calling, but we're screwing them up,"he added." (PrahaIN.cz– wiretapping)

The Big Five are the biggest construction companies that came forward because they could not do road maintenance, even though they had framework contracts, but Lichtneger refused to sign orders for them. And by screwing them, Nemrah meant that Lichtneger was withholding orders and not signing their orders.

What is proven, however, is that his appointment by the Council of the Central Bohemian Region under the leadership of Governor Pecková damaged both the Central Bohemian Region and the regional roads.

By delaying contracts and therefore road repairs, Central Bohemian roads were in a worse and worse condition, and maintenance became demonstrably more expensive - it is generally known that if they are repaired on time, the costs are much lower than if they are repaired late.

As for the evidence, it can be drawn directly from the official document presented by the current director of KSUS Aleš Čermák, where, for example, Lichtneger's efforts to delay orders became apparent when comparing their number for the first half of 2022, when KSUS was in charge from and the same period in 2023, when KSUS Čermák was in charge.

"Colleagues from the public procurement department are very busy, as we are competing for double the volumes of contracts compared to the first half of 2022," the report reads.

This corresponds to the number of competitive orders and their volumes in the first half of 2022 - Lichtneger (85 orders for CZK 620 million) and in the first half of 2023 Čermák (127 orders for CZK 1.2 billion)

A separate chapter is the money from SFDI, which KSUS under the leadership of Lichtneger not only did not invest, but also could not transfer all the remaining money for drawing into the next year. The region thus lost hundreds of millions.

In 2021, KSUS received a total of CZK 1.5 billion from SFDI as part of the so-called National Resources. Of this, roughly 570 million for so-called "non-investments" and 930 million for "investments".

The charm of the non-investment money received is that KSUS can spend it on basically anything, that is, on actions for which projects may not be ready and respond to current needs. So they can spend for
milling broken roads, laying new asphalt carpets, etc.

So it's literally unforgivable, isn't itformer director Lichtneger spent only 60% of this money, i.e. roughly 335 million. Let us recall that Lichtneger had delayed the KSUS projects in order to put pressure on the contractors and those
they were grateful to him accordingly.

The roughly 230 million that could have been used to repair Central Bohemian roads remained unused and were returned to SFDI. The fact that they were subsequently transferred to next year, which is what the current regional leadership argues, is true, but they forget to add that in the meantime the roads were aging, the holes in them were getting deeper, inflation was growing, and materials were becoming more expensive. So the repairs that could have been done in 2021 for 230 million cost incomparably more money as a result of KSUS's inaction the following year.

Even worse was the situation under Director Lichtneger's leadership in the area of ​​money provided by SFDI for "investments".Of the mentioned 930 million, only less than 380 million were invested. So 550 million was coming back.

This fundamentally delayed other upcoming projects, blocked the road network for an incomparably longer time and added work to the entire apparatus of people who were in charge of the projects.

Of course, in the area of ​​"investment", it happens that not all the money is used up for various reasons, but at this volume it is literally unheard of.

If we calculate the total numbers, it turns out thatout of a total of 1.49 billion crowns received, only about 714 million crowns were invested in 2021 under director Lichtneger, and roughly 780 million were returned.

So much for the complaints of Governor Pecková (STAN) and how the current government does not want the maintenance of regional roads.Evidently, the governor should first sweep in front of her own doorstep and remember who was in charge of the region when the Dosimeter broke out, which was demonstrably also related to Central Bohemian road workers, who appointed the director of road workers, whom the Police of the Czech Republic accused in the same case, but also who recommended to the auditors that after the outbreak of the case and the dismissal of Director Lichtneger in the following the audit did not examine Jan Lichtneger.
