Bobošíková pulled out: Czech planes for Ukraine. Serious questions
Moderator Jana Bobošíková drew attention to the circumstances of the delivery of ten Czech ALTO NG training aircraft to Ukraine in her program on the Verox.cz platform. According to her, while the public debate focused on the statements of President Petr Pavel or the 140 million crowns for the PURL initiative, the aircraft delivery project itself took place almost without public discussion. The broadcast included a number of questions directed at the government and state institutions.
"Do you remember the January affair surrounding President Petr Pavel?" Bobošíková started her program.
She recalled the dispute that broke out after the president's visit to Ukraine, when it was decided whether he could talk about Czech planes for Ukraine without the government's consent. Foreign Minister Petr Macinka sharply criticized the president at the time, and the government subsequently publicly stated that it was not considering the delivery of L-159 aircraft.
However, according to Bobošíková, another process was taking place at the same time, to which, according to her, almost no attention was paid.
"At the same time, an agreement was made between the Czech Aviation Amateur Association and the Ukrainian Military Aviation Authority. And a few months later, Ukraine actually took over ten Czech ALTO NG training aircraft," said the presenter.
Aircraft delivery confirmed
The broadcast said that the Ministry of Defense of Ukraine announced the takeover of ten ALTO NG aircraft. According to his statement, five aircraft were provided by the Czech government through the Coalition of Air Force Capabilities, and the other five were financed by the public collection Gifts for Putin.
It was the state part of the project that Bobošíková called the least clear.
"Who decided to finance the five government planes? Based on what resolution? How much did the entire project cost? Why has it not yet been possible to find a public contract that would describe the state part of the project?" was heard in the program.
Question marks surrounding the Aviation Amateur Association
Another part of the program was devoted to the Aviation Amateur Association of the Czech Republic.
Bobošíková pointed out that according to Czech law, the association is an association that performs part of the state administration based on the mandate of the Ministry of Transport, primarily in the field of sports flying devices.
At the same time, however, this organization concluded an implementation agreement with the Ukrainian Military Aviation Authority.
"So how did she come to an implementing arrangement with a foreign military aviation authority?" she asked the question on air.
At the same time, she pointed out that the document itself uses terms such asMilitary AirworthinessorMilitary Type Acceptance, which, according to her, opens up a debate on the extent of the authorization given to the association by the Ministry of Transport.
PURL and airplanes
The presenter also recalled the dispute surrounding the Czech contribution to the PURL initiative.
According to her, the public debate focused on approximately 140 million crowns intended to finance American military equipment for Ukraine, while the project of ten Czech training aircraft proceeded almost without public discussion.
The broadcast therefore also asked whether all members of the government coalition knew about this project, including representatives of the SPD, who demanded an explanation about the PURL initiative.
"We don't blame. We ask."
At the end of the program, Bobošíková emphasized that the goal is not to draw premature conclusions.
"If there was a sharp political battle over the statements of the President of the Republic and today there is a dispute over 140 million crowns in the PURL initiative, then it is completely legitimate to want to know how the project of ten Czech training aircraft came about, who bore political responsibility for it and according to which rules the state proceeded," she said.
According to her, the publicly available documents do not yet provide clear answers to these questions.
